Yes. Any brain trauma can lead to the development of seizures.  Concussions are brain injuries which can cause seizures   If a person sustains recurrent seizures following a head injury the medical profession makes the diagnosis of “traumatic epilepsy.” 

Must a person have a skull fracture or direct damage to the brain to cause a seizure disorder?

No. Both non-penetrating injuries and penetrating injuries can lead to a seizure.

Must a person lose consciousness to be diagnosed with a seizure disorder?

No. A concussion without losing consciousness can lead to seizures.

How soon after an accident should the seizure occur to link the brain trauma to the seizure that develops?

Seizures caused by brain trauma can occur any time following the accident. These seizures can take place minutes, days, or even weeks after the original accident.

Must a person sustain a skull fracture or direct damage to the brain to cause a seizure disorder.

No. Both non-penetrating injuries and penetrating injuries can lead to a seizure.

Must a person have a positive electroencephalogram “EEG” study before a diagnosis of a seizure or epilepsy can be made?

No. While a positive EEG which shows abnormal electrical activity within the brain supports the diagnosis of epilepsy, a normal EEG does not rule out the condition. Seizure activity might not occur during the recording, or the abnormal electrical activity might be deep in the brain, not easily detected by scalp EEG.
